Conservation District Function or Mission
Statement: The Blaine SCD will
coordinate and deliver technical, financial and educational assistance for
responsible resource management, partnering with other conservation groups
so that the needs of the local land users are met as well as the
conservation and protection of soil, water, wildlife and related resources.
Most Significant Natural Resource
Improvement, Project, or Accomplishment:
The Blaine SCD in conjunction with the NRCS
administered technical and financial assistance for a project that covered
two pieces of state owned land (approx. 1200 acres). The project ran
78,000+ feet of 2 inch pipe line, cost shared two watering facilities, and
one large holding tank. The lean holder also installed eight other watering
facilities and two large holding tanks. There was a total of 15 miles of
pipeline. With these additions, the project also serves over 17,000 acres of
BLM allotment, effecting over 18,200 acres of public land. Total project
costs were over $160,000.
Priority # 1 Water Resources and Quality
Accomplishments: Picabo Livestock
Co. installed a pivot sprinkler irrigation system on 108.4 acres; Replacing
an older flood irrigation system. This project boarders the Silver Creek,
and is keeping run off from fields that cattle have been in from flowing
back into the Silver Creek.
Priority # 2 Agricultural and Range Land
Accomplishments: Installation of
1300 ft. of fence to separate irrigated land from non-irrigated land, to
keep stock off irrigated land and supply water sources for the cattle.
Stock water pipelines totaling 492 ft with
three watering facilities were installed.
Priority #3 Information & Education
Accomplishments: The Blaine SCD
worked cooperatively with the Wood River RC&D, the Wood River Land Trust,
and Blaine Co. Weed Dept. to provide conservation information to land users
at several public workshops, farm tours and fairs. The BSCD provided winter
snow surveys and water forecasts to Blaine County and the NRCS. The
district has included information on current government programs and grants
related to agriculture programs and conservation on their website as well as
through their newsletter. The district sponsors the Idaho State Envirothon,
IASCD speech contest, and an Annual Scholarship program.
Priority #4 District Operations
Accomplishments: The Blaine SCD
works to continue an effective working relationship with county
commissioners and state legislators, and supports the annual Legislative
Luncheon as a forum for our continued discussion concerning the conservation
needs of our area. The district also has developed great partnering
relationships with other local conservation groups, such as the Wood River
RC&D, the Wood River Land Trust, the City of Carey, Blaine Co. Extension
office and the Blaine Co. Weed Control Department, to promote public out
reach programs. The District maintains a web site with pertinent
information and links for public assess to our district information and
related conservation programs. The District maintains administrative
procedures, annual work plans, board meetings and memberships with related
conservation entities. The district office uses a comprehensive financial
management system, using Quick Books and conducts an annual review and
submits all financial reports and budgets to the Soil Conservation
Commission.
